The FCC, in accordance with the Telecommunications Act of 1996, requires phone card companies to pay the local phone company a fee for any non-coin calls originating from a pay phone. This is a per-call (not per-minute) charge that is required by law. It is not a gimmick.
The actual charge is determined by the phone company whose pay phone you are using. Phone companies typically charge from $0.29 to $0.32 per call (not per minute). However, some phone cards charge you more than is required, perhaps $0.50 or more. This can be another hidden cost to you that just goes into the phone card company's pocket.
